The “Timber Harvest Notification Form” was developed by members of an Ad-Hoc Subcommittee formed from the membership of the State Forest Practices Advisory Board. The Forest Practices Advisory Board was authorized by the Forest Practices Act of 1991 with three primary responsibilities outlined in Sec. 23-65g of the Act:
(1) To periodically review applicable regulations concerning forest practices or the certification of forest practitioners and to issue recommendations to the Commissioner of Environmental Protection for changes to such regulations; (2) To periodically review the programs and policies of the department regarding forests, forest health and forest practices and to issue recommendations to the commissioner for changes to such programs and policies; and (3) To provide advice and guidance to the commissioner regarding the certification of technically proficient forest practitioners and the revocation or suspension of such certification.
Recognizing the need for a consistent, informative, “single-source” means for municipalities to easily monitor “Commercial Forest Practices” being conducted in Towns, this Form was developed as the most efficient mechanism to fulfill that need. The CT Professional Timber Producers Association is confident that this Form will be widely accepted as the standard document Towns rely on in regard to Commercial Forest Practice activities and will be useful in appropriately monitoring “Commercial Forest Practices” being conducted in their Town. A “commercial forest practice” is defined by the CT DEP as “any activity undertaken in connection with the harvest of timber from a tract of forest land in excess of 50 cords, or 25,000 board feet, or 150 tons during any twelve-month period.”
